On the radio, he has been saying "by next year" which can have a few different meanings. It can mean by (before) January 1, 1999 or by sometime next year (you pick the season) or by the end of 1999.

Who is asking for a date? I am sorry if Brinker does not have one. Have Brinker call Bill Clinton and perhaps he can get him a date <G>.

No, all kidding aside, all I am asking for is a clear statement of where he stands and, if and when he changes his view, then he should be as clear as possible in stating his new view. For example, if we go from "end of the winter season" to "by next year" is it "by next year" but still by the "end of the winter season." Or could it mean "by the end of 1999" and forget the "end of the winter season" stuff. And it certainly would not hurt to announce that he has changed his view and compare the previous view with the new one. If he wants to say "by the end of 1999," then say it just like that.

Fortunately, Brinker is way too smart to need a crystal ball to understand my points.
