Minus the Webster's definition, it basically is the liability a party has for the loss or destruction of his equipment.

As I recall wording it:

... the soldier if found to bare pecuniary liability for the reckless destruction of the equipment and thus recommend the cost of said equipment justifies a statement of charges be enacted...

The guy flipped a jeep while we were out on maneuvers because he was being reckless and taking corners too quickly. He survived with minor scrapes and bruises, but the jeep was a total loss.

He got lucky and received a reduced penalty for trashing gov't equipment. (something like a thousand bucks I recall)
