DARPA, I think ADOT could be playing the market, but in a DIFFERENT way than you described.

Just a hunch, but here goes...

When ADOT raised money from their 504 prior to last March 31, 1998, they got paid about .165 per share by the debenture holders (per 10SB).

So ADOT sold the shares originally at .165 and they are able to buy them now for .1375 or so. That's a price improvement of .0275 per share.

If they have bought back about 600,000 shares so far, that means they have made $16,500 on the exchange of just the 600,000 shares.

I don't think it's their main form of raising cash, but it looks like one way to improve the bottom line.
