They are both issues. Read Saturday's NYT editorial. They say it's preposterous to claim that Clinton didn't commit perjury.

And whether it was perjury or not, it is clear that Clinton lied under oath. That is an impeachable offense.

Btw, under Federal rules, omitting to tell the full truth while under oath is perjury. Check it out.
