Charlie, after speaking with someone in the know about this deal, it is not perceived as a big thing, although I maintain that is demonstrates some loosening up on the part of at least one large BOC, even if it's only ostentatious behavior. But, as you have implied, this could be viewed as a precursor of things to come.

In that regard alone, I think that it has some positive significance. But like I've stated earlier on this topic, it reamins to be seen what those "charges" are, and if any ground has been gained here, in reality.

It boils down to an agreement to allow the startup, ITXC, to place VoIP calls onto the BOC's switches and local distribution plant in a formal setting, while paying the BOC for same, when you get right down to it. Co-lo deals are similar, except that they have historically lacked the access charge-like component [I hesitate to call it an access charge yet, since it will likely be rationalized as something else in order to keep all of the parties happy, and save them from losing face] where ITSPs have been concerned, up until now.

There is no evidence to me, at least, at this time that BEL is procuring anything at all, and it may just be a matter of ITXC racking and stacking its own gateway gear in BEL's COs. As to which gateway? I'd have to think that it's VOCLF's, but I could be mistaken about this, as with everything else I've stated above. These are only my opinions.
