Constance, I would think it comes under "masturbation". Our own speaker of the house had a very similar episode of an extramarital affair (and check me on this, because it is a piece of info I got "third hand" during one heated argument on this issue around these parts), he kept this relationship to everything sexual but the actual act of intercourse, the rational being that he can then truthfully claim in the future that he did not commit adultery. I do not like it, but from a pure legal point of view, he was right. Gingrich also was better than Clinton in clearing it up as soon as it came to the fore. But to the legal point as to perjury, I think it is sufficient that Clinton (like G) did not consider this an "actual sexual act" since it was with no intercourse.
