Notice that anyone who contests a charge, denies the truth of an allegation, or claims to be unable to remember an incriminating event -- under oath -- is then liable to conviction for perjury (usually a felony) when he is ultimately found guilty of the underlying charge (such as spitting on the sidewalk). Prosecutors usually don't bother to convict on these crimes -- something about fair play or shooting sitting birds.
