Dipsey, I think that because Clinton was trained in the Law, he was well aware of the thin line between "truth and lie" he was stepping. My point is that his judgment might have very well been that unless there was intercourse it was not a "sexual relationship". I wonder, by the way why it is that he did not go all the way? Could it be to live himself that "safety hatch" (not a sexual relationship?) Others in high office have done the same (not "go all the way so as to be able to "truthfully" say I never committed adultery). I also agree with you, that the final decision as to whether Clinton perjured himself or not should be decided by the Congress. I think that there is room for different interpretations (for instance in the movie Rashomon, where they did "go all the way") and am not going to prejudge (as if anyone is asking me).
