All you need to know for a start is that "bullish percent"
is the % of stocks in a group having a buy signal. Adherents
of the method like to consider buying the gorillas of a group
when the bp# reverses (increases) from a low value. A high
number of bp (above 70%) is considered an overbought signal
for the sector. Only utilities are anywhere near 70% now.
