In Japan the government has been trying to stimulate the economy for months and years but consumers take tax cuts and government handouts and put them in their savings accounts. They don't spend the money; thus, in a consumer society, nobody buys anything... companies make less and less money, inventories build up that eventually have to be liquidated at lower and lower prices.

Fewer goods produce fewer jobs that are needed to produce the goods.

It seems to me that WPA like jobs provide food money and shelter money; people interestd in making money to simply buy food and shelter are not going to buy a new Ford Taurus.

60% of the whole American economy is centered on the consumer.

That is briefly...the problem here.
