South Africa or rather Botswana was a different case. There a couple of ranch owners found out that the constitution gave them the mineral rights with their land but they couldn't get anybody to believe them or do anything about it until they did a deal with Anglo and Anglo ended up with 60% of the mine.
De Beers however in my opinion will end up with all the diamonds whatever it takes.
I think De Beers already knows and think that De Beers was behind a lot of the buying that took the stock to $2 recently.
