Clinton is surrounded by lawyers/advisors who are accustomed to "getting off on a technicality" type of thinking. No surprise he admitted "I did not inhale" and "I did not have sexual relations with that woman".
Monica is influenced by those who have hit the jackpot by "kiss and tell". What windfalls await her - "exclusive" interviews = $$$$, A kiss and tell book = $$$$, the movie "Monica's story" = $$$$.

Ironic that these are both seen by americans as appropriate behaviour - and even desirable.

Titillating? Yes. Embarassing? Yes. Stupid? Yes. Impeachable? No.
