My opinion of Starr's allegations are that he has a very weak case for perjury and the other allegations he asserted. Even if all the allegations were true (which I do not think to be the case) they do not reach to the standard of "high crimes and misdemeanors" as contemplated by the framers of the Constitution.

Moreover, the report is political biased and appeals to the prurient interests of many people including the religious right.
