According to the Starr Report, Scrapps, Monica said that Bill would, until the last two occasions, stop her before he...er...yah know. The reason he gave was that he didn't know her well enough, as near I can remember from the report. That was what he said on at least a couple of occasions anyway. It doesn't make much sense to me either. If you're going to go as far as they did, why not at least....

Perhaps Bill was trying to heed his conscience, which was telling him that what he was doing was "inappropriate", and so was denying himself some pleasure. That's what I think it was, and even though it sounds bizarre, it does make some sense to me.
