Max,

The firm quote rule changed mid July, allowing MMs to accept 100 share executions of SOES orders instead of the previous 1000 shares.

There have been reports of traders placing 1000 share sell SOES market orders in a decline and getting filled 100 shares every 17 secs until the order was completed.
