BBC - London - 09/14/98 G7 is anxious to hear Yevgeny Primakov's plans to get Russia out of its economic crisis. Officials of the group of seven leading industrial nations are meeting Russian officials in London to discuss the country's problems. The G7 - Britain, Canada, France, Germany, Italy, Japan and the United States - has made it clear that further economic aid depends on Russia sticking to the path of reforms. BBC Business Correspondent Andrew Walker says the group will want to know much more about the economic policiy intentions of the new Russian Prime Minster Yevegeny Primakov, who was confirmed in office by the Russian parliament on Friday. Russian officials are expected to address the meeting at the start, and they will be briefed after it is over, but they will not attend the main business. Representatives of the International Monetary Fund, the World Bank and the European Commission are also attending. The meeting is being described as a chance to share ideas and analyses of Russia's problems. Our correspondent says it does not seem likely that the meeting will come up with specific proposals, or recommendations of new financial assistance. Primakov promises 'social conscience' Russia's new prime minister said on Sunday that his economic policies will take account of the social welfare of ordinary people. In his first major interview since his approval, Mr Primakov reaffirmed that market reforms would continue, but said the stark divide between rich and poor was not right. "It must be a socially oriented economy," Mr Primakov told NTV commercial television. "There should be no awful discrepancy under which the majority of the people live below the poverty line. We cannot allow this. No capitalist country allows it. At least they try. In this regard we need certain corrections which will be made," Mr Primakov said. He said economic development should include the creation of jobs and the payment of wages. "No return" to Soviet ideology Mr Primakov also dismissed allegations leading reformers that the appointment of a communist, Yuri Maslyukov, as his first deputy prime minister meant a return to Soviet ideology. Yuri Maslyukov: Former Soviet planning minister "Maslyukov will not be carrying out policies dictated to him by the Communist Party," Mr Primakov said. Mr Maslyukov, who formerly headed the Soviet state planning agency, will be the top economic official in the new government. Two former government members, Yegor Gaidar and Boris Nemtsov, said earlier that the country was changing economic course. "The Communist Party is the governing party now," Mr Nemtsov said in an interview earlier. Mr Gaidar was quoted by the Interfax news agency as saying it was hard to say how long the "government of communists" would take to "destroy elements of a free market economy in Russia."

New book on Israel's nuclear weapons Israel, Military, 9/12/98 The Israeli daily Haaretz said that Israel pursues a policy of secrets and vagueness concerning its nuclear policy and its ownership of nuclear power in the region. Orient radio's correspondent in the occupied Arab territories quoted the paper as saying that Israeli researcher Avin Cohen has published a book under the title "Israel and the nuclear weapons" in which he highlights Israel's ownership of nuclear weapons and bombs. The paper added that Cohen was obliged to escape to the US, where he published his book away from the Israeli military monitoring system which bans the publication of such information. The Israeli paper added that in collecting information Cohen had embarked on reliable sources relating to Israeli nuclear weapons. The paper added that Israel pursues a nuclear vagueness policy which permits no one to know what nuclear weapons Israel keeps in Negev.

Saturday 12 September 1998 Mark Kennedy The Ottawa Citizen The RCMP's criminal investigation into the tainted-blood affair will examine how HIV-contaminated plasma was collected from Arkansas prison inmates and shipped to Canada by a U.S. firm with links to President Bill Clinton. "The RCMP is looking at all aspects of the blood distribution system," Cpl. Gilles Moreau said yesterday. "It's one of the many aspects." Meanwhile, tainted-blood victims angrily said the prison blood- collection scheme was a scandal on its own that proved the federal government neglected its regulatory duties to keep the blood supply pure. They said the story lends credence to their continuing calls for the federal and provincial governments to compensate all tainted-blood victims, no matter when they were infected. Durhane Wong-Rieger, past president of the Canadian Hemophilia Society, said federal regulators were supposed to keep an eye on imported blood products and ensure they were not high risk. "They are responsible for this," she said of the federal government. "They are liable." The tainted plasma -- used to create special blood products for hemophiliacs -- is believed to have been infected with HIV, the virus that causes AIDS. As well, it's likely the prisoners' blood was contaminated with hepatitis C. Mr. Clinton was governor of Arkansas when the Canadian blood supply was contaminated in the mid-'80s. He was generally familiar with the operations of now-defunct Health Management Associates, the Arkansas firm that was given a contract by Mr. Clinton's state administration to provide medical care to prisoners. In the process, HMA was also permitted by the state to collect prisoners' blood and sell it elsewhere. Mr. Clinton was a friend of HMA president Leonard Dunn, who boasted of the friendship in 1986 to Arkansas police who conducted a probe of the firm following allegations it was providing poor medical care to inmates. In the early 1980s, U.S. companies that fractionate blood products had stopped buying prison blood because it was widely understood that since many prisoners practised unsafe sex or were intravenous drug users, they posed a high risk of carrying the AIDS virus. However, HMA found a willing buyer in Continental Pharma, a Montreal blood broker, which in turn sold the plasma to Toronto-based blood fractionator Connaught Laboratories. Connaught apparently didn't realize the plasma had come from prisoners. Details of HMA's links to Mr. Clinton were reported Thursday after the Citizen obtained copies of internal reports from the Arkansas State Police dating back to the mid-'80s. Cpl. Moreau, spokesman for the special task force of Mounties investigating the blood scandal, cautiously responded to queries yesterday about the investigators' work. He said that, as a matter of policy, the RCMP cannot reveal specifics about what is being investigated because that might jeopardize the investigation. However, Cpl. Moreau did note that Mr. Justice Horace Krever chronicled -- without mentioning Mr. Clinton -- what he knew about the prison-blood collection. The Mounties began their criminal investigation last February and established a toll-free number (1-888-530-1111) that Canadians can call with tips. So far, the RCMP investigators have interviewed more than 500 people and have travelled to the United States, Germany and the Netherlands. Here at home, they have interviewed people in every province. Some are victims and others are so-called "witnesses" who were involved in the blood system -- either in the Red Cross or in governments --when it went awry. "I can assure you that we are doing everything we can -- and that is in our power -- to get to the bottom of the blood distribution system and to look at it from the criminal aspect," said Moreau. The contaminated plasma collected by HMA in the early '80s came from Cummins prison in Grady, Arkansas. As well, HMA bought prisoners' plasma from four Louisiana prisons and sent it to the Montreal blood broker, which sold it to Connaught Laboratories. Connaught fractionated it into blood products for use by hemophiliacs.

13 September 1998 TEHRAN, Sept 13 (Reuters) - The head of a powerful Iranian state foundation survived an assassination attempt on Sunday, the official news agency IRNA reported. It said unknown gunmen opened fire on Mohsen Rafiqdoust from hills overlooking his office in north Tehran. "He was not hurt at all and is in full health," the agency reported after interviewing Rafiqdoust, a former minister. "I came to my office as usual this morning and, as I was working, the room came under fire through the window behind me," the agency quoted Rafiqdoust as saying. "This terrorist act shows that anti-revolutionary elements had worked a long time on their evil plan. But, thanks to God, they were not successful," Rafiqdoust was quoted as saying. State television showed footage of the office, with what appeared to be bullet holes in a window pane and a ceiling or wall panel. The attempt on Rafiqdoust, a veteran political figure in the Islamic republic, followed the assassination last month of Iran's former prison director, Assadollah Lajevardi. The Iraq-based Iranian armed opposition group Mujahideen Khalq claimed responsibility for killing Lajevardi, accusing him of being responsible for the torture and execution of political prisoners. The Mujahideen, which has often launched cross-border raids into Iran from Iraq, has stepped up attacks inside Iran in recent months. It was designated by the United States as a foreign "terrorist" organisation last year. Rafiqdoust, 58, heads the Bonyad-e Mostazafan va Janbazan (Foundation of the Deprived and War Disabled) which is Iran's top economic conglomerate. It controls most hotels and hundreds of firms, including many industrial plants. The foundation was set up after the 1979 Islamic revolution with properties seized from the late Shah Mohammad Reza Pahlavi and other leaders of the old regime. Originally formed as a welfare agency to help the poor, the state-affiliated foundation was later also assigned the duty of caring for the disabled from the 1980-88 Iran-Iraq war. Its head is named by Iran's supreme leader, Ayatollah Ali Khamenei. Rafiqdoust, a leading conservative, formerly served as minister of the Revolutionary Guards when the guards were run as a separate ministry.

The various images of Christ, Mohammed, Buddba, Krishna, etc., will merge into ONE after "correct explanation" of the mysteries, prophecies and revelations are disclosed. These computers have also been fed with the different languages of the world. 3: The third step deals with the telepathic electronic two-way communications, where ELF [Extra Low Frequency], VLF [Low Frequency] waves will reach the people of the Earth through the insides of their brains, making each person believe that his own God is speaking to him from within his own soul. Such rays, from satellites, are fed from the memory of computers that store much data about the human being and his languages. These rays will then interlace and interweave with the natural thinking processes to form what we call the ARTIFICIAL TALK. 4: The fourth step involves universal supernatural manifestations using electronic means. REMARKS BY THE PRESIDENT AT RELIGIOUS LEADERS BREAKFAST The East Room THE PRESIDENT: Thank you very much, ladies and gentlemen. Welcome to the White House and to this day to which Hillary and the Vice President and I look forward so much every year. This is always an important day for our country, for the reasons that the Vice President said. It is an unusual and, I think, unusually important day today. I may not be quite as easy with my words today as I have been in years past, and I was up rather late last night thinking about and praying about what I ought to say today. And rather unusual for me, I actually tried to write it down. So if you will forgive me, I will do my best to say what it is I want to say to you -- and I may have to take my glasses out to read my own writing. First, I want to say to all of you that, as you might imagine, I have been on quite a journey these last few weeks to get to the end of this, to the rock bottom truth of where I am and where we all are. I agree with those who have said that in my first statement after I testified I was not contrite enough. I don't think there is a fancy way to say that I have sinned. It is important to me that everybody who has been hurt know that the sorrow I feel is genuine: first and most important, my family; also my friends, my staff, my Cabinet, Monica Lewinsky and her family, and the American people. I have asked all for their forgiveness. But I believe that to be forgiven, more than sorrow is required -- at least two more things. First, genuine repentance -- a determination to change and to repair breaches of my own making. I have repented. Second, what my bible calls a "broken spirit"; an understanding that I must have God's help to be the person that I want to be; a willingness to give the very forgiveness I seek; a renunciation of the pride and the anger which cloud judgment, lead people to excuse and compare and to blame and complain. Now, what does all this mean for me and for us? First, I will instruct my lawyers to mount a vigorous defense, using all available appropriate arguments. But legal language must not obscure the fact that I have done wrong. Second, I will continue on the path of repentance, seeking pastoral support and that of other caring people so that they can hold me accountable for my own commitment. Third, I will intensify my efforts to lead our country and the world toward peace and freedom, prosperity and harmony, in the hope that with a broken spirit and a still strong heart I can be used for greater good, for we have many blessings and many challenges and so much work to do. In this, I ask for your prayers and for your help in healing our nation. And though I cannot move beyond or forget this -- indeed, I must always keep it as a caution light in my life -- it is very important that our nation move forward. I am very grateful for the many, many people -- clergy and ordinary citizens alike -- who have written me with wise counsel. I am profoundly grateful for the support of so many Americans who somehow through it all seem to still know that I care about them a great deal, that I care about their problems and their dreams. I am grateful for those who have stood by me and who say that in this case and many others, the bounds of presidency have been excessively and unwisely invaded. That may be. Nevertheless, in this case, it may be a blessing, because I still sinned. And if my repentance is genuine and sustained, and if I can maintain both a broken spirit and a strong heart, then good can come of this for our country as well as for me and my family. The children of this country can learn in a profound way that integrity is important and selfishness is wrong, but God can change us and make us strong at the broken places. I want to embody those lessons for the children of this country -- for that little boy in Florida who came up to me and said that he wanted to grow up and be President and to be just like me. I want the parents of all the children in America to be able to say that to their children. A couple of days ago when I was in Florida a Jewish friend of mine gave me this liturgy book called, "Gates of Repentance." And there was this incredible passage from the Yom Kippur liturgy. I would like to read it to you: "Now is the time for turning. The leaves are beginning to turn from green to red to orange. The birds are beginning to turn and are heading once more toward the south. The animals are beginning to turn to storing their food for the winter. For leaves, birds and animals, turning comes instinctively. But for us, turning does not come so easily. It takes an act of will for us to make a turn. It means breaking old habits. It means admitting that we have been wrong, and this is never easy. It means losing face. It means starting all over again. And this is always painful. It means saying I am sorry. It means recognizing that we have the ability to change. These things are terribly hard to do. But unless we turn, we will be trapped forever in yesterday's ways. Lord help us to turn, from callousness to sensitivity, from hostility to love, from pettiness to purpose, from envy to contentment, from carelessness to discipline, from fear to faith. Turn us around, O Lord, and bring us back toward you. Revive our lives as at the beginning, and turn us toward each other, Lord, for in isolation there is no life." I thank my friend for that. I thank you for being here. I ask you to share my prayer that God will search me and know my heart, try me and know my anxious thoughts, see if there is any hurtfulness in me, and lead me toward the life everlasting.
