...those who dumped over 4.4MM shares into the float MUST, by COURT ORDER, buy back those shares in the open market and return the shares to the TA.

Seems to me that a "temporary restraining order" would temporarily prohibit a specific action or actions on the part of the person or persons on whom it was served. I fail to see how such an order could compel anyone to buy shares.
