As a matter of fact, I have a modest understanding of the arbitration process. Still not understanding how it was applied here. Seems like there is a bit of dis(mis)information flowing freely from both camps.

I did get the info concerning the AZNT license. The three pages referenced by many does not include (IMHO) a SPECIFIC exclusivity clause that I can find, but if a person digs deeper, there is exclusivity for at least one product, possibly two depending on interpretation. To find this, one must get into additional documentation at the "State" level. This is a rather complicated arrangement, but can be ferreted out by some real digging. However, one will HAVE to have access to a person that is well versed in Portugese legal terminology.

The documents I have here give AZNT a license to export/import through a sister entity in Brazil. That verifies that AZNT can bring in the products they claim.

In addition to the three pages aforereferenced, I have other pages that were faxed to me in the same fax. I think this is where the conflict in page numbering has occured. Anyway, I have e-mailed the info I received to several people and they have reached similar (although not identical) conclusions concerning the three pages that seem to be referenced.
