James, censure -- basically what's the consequence of such a measure to a person who is forbidden from seeking the same elected office?

It goes into the history books. It represents the collective judgment of society that you've done wrong. Were you ever threatened as a child or adolescent that some infraction "would go onto your permanent record"? It never really happened, at least not for me; but when you're the President, and you're censured, it really goes onto your permanent record -- as in, any 1-2 paragraph history of your presidency will mention it.

OK, it's not removal from office, but I don't think it can be argued that it's inconsequential. The notion that anything other than removal from office will convey the message that any kind of perjury is OK is simply not accurate.
