High volume can be the sign of a bottom. "Trusted advisors" move
stock out of mutual fund accounts, trust accounts, custodial accounts and other accounts in which they have no interest and into personal accounts, firm accounts and family member accounts when a stock bottoms and holds. Then after a runup the stock gets moved back into the loser accounts. Nice game.

But IMO? I don't believe it applies to this stock. The news release is generating today's volume. The stock price is not going up because the news release really says "You know about those drill results you guys are expecting this week? Well, we haven't even started the drill program yet. But we are considering possibly implementing a plan to hopefully start locate a few prospective sites for future evaluation of drilling options, etc, etc."
