Re -- It is also true that the Republicans have controlled both houses of congress for all but two years of Clinton's terms. This is the real reason why the budget is in surplus. BS!! Are you talking about the same republicans who wanted the U.S debt to go into default? Did the republicans KNOW what they were SHOUTING about when they called for a balanced budget by 2002. Clinton gave it to them in 1998. Man the Republicans (characterised by the HYPOCRITICALLY MORAL ? PERVERT ?Starr, and the Ethically Challenged Speaker) haven't a CLUE.
