Something to do with pooling of interest. When LU spun-off from
AT&T, there was a rule that didn't allow LU to use it's own stock
to buy another company until October.

Of course, this doesn't really answer why they can't say, whenever
they want, who they are going to buy in October. But I would
guess that strategically, it would be better to keep it secret.
Maybe others know more details than I do.

They would lose the pooling of interest advantage.
