Since sexual relation is part of inappropriate relation, the president did not lie by saying that he had inappropriate relation with Monica. He just did not answer directly that this inappropriate relation is a sexual relation. So technically he did not lie. Clinton testified that he could not recall ever being alone with Monica Lewinsky. Perjury #1. He testified that the now-admitted-false affidavit filed by Lewinsky (that he suggested she prepare) was true. Perjury #2. The maximum penalty for these two counts of perjury would be ten years in a Federal prison.
