Jay, Lehman's Levy was talking about investors, not traders:

"... investors have confused Tellabs for a car wreck ...."

IMO this is a fine company, and I don't see any major shifts in the fundamentals. Levy's decrease in target price is one of those fatuous games analysts like to play. Perceptions of long term earnings, riskiness of that earnings stream, and long term interest rates are the only three variables affecting stock price in the long run. So given Levy's modest change in the short-run earnings outlook it makes no sense to trim the price target that much.
