Starr asked for the approval of Reno and the panel to investigate. They gave it. He should have referred the matter to them and taken the position that it was outside of his purview to investigate. He didn't do that because of his zeal to get Clinton.

Reno and the panel were at fault for having allowed him to take on the issue. They should have recognized that the Lewinsky matter was not pertinent to Starr's mandate.

The problem with Starr is that he decided at some point that his mission was to get Clinton at whatever the cost and for whatever reason he could.
