I have similar numbers from a scan of 3500 stocks in NYSE/ASE/OTC:

Percent of Stocks Above 8/31 low 9/14
40-week moving average 10.3% 15.6%
10-week moving average 3.1% 11.9%
21-day moving average 3.7% 30.0%
10-day moving average 2.7% 65.9%
