Michelle, my son spent 10 days in Finland at about this time last year. He spent the time with a local person he had met in the States. Son ask the local person if they could cross over into Russia for a little sightseeing. Absolutely Not! the host replied. If we enter and at checkpoint they find a foreigner in the car then we proceed we will be stopped later down the road by locals posing as law. When we get thru' paying fines for everything they can drum up we will be lucky they leave us with shoes to walk home. Perhaps this only happens in border communities. Be Careful. Regards /jw
