Ken, I think it has something to do with someone who can see illusion thingies *real* well, as in a "pro at vision".

The best living example that I can think of is the renowned Imaginair Extraordinair. He may well be a provision.

Lay-offs have costs associated with providing resigning employees with redundancy packages etc., and other costs that the company needs to incur.

Companies announcing lay-offs typically set aside a provision in the next quarter(s) P&L which eventually gets reconciled against actual costs incurred, hence "provision".

Such provisions are once-off, but the ensuing savings to the company from workforce reduction is of course "permanent".
