Sorry Mr. Pink, this is OT big time, but it's been a slow day.
Dr. Who was the longest running program on BBC. It ended almost a decade ago after a 26-year run. I'm very well aware of Star Trek's use of the concept, but when did the Borg ever say it, specifically, before Seven of Nine, and her use of it was Star Trek paying homage to Dr. Who, where the line, exactly as you quoted it, was repeated thousands of times by the Darlicks, who annoyingly repeated it endlessly.
