Greenspan will not dare say he will raise rates IMO. He knows this will be enough to cause another market crash. He has already indicated the bias may be toward a rate cut, or at least that the Fed is tied 50'50 as to whether rates go up or down. He will say global economy is in worse shape than the Fed previously thought. He will also say that the Fed is prepared to cut if things get worse. Which statement comes across as the most dramatic will determine how the market does. If the market focuses on his negative description of the economy and not his promise to ease rates at an appropriate time, then the market will go down. If the market focusses on the latter remarks, it will go up. If I were an analyst I'd get paid big bucks for writing all this gibberish which merely states the obvious.
