Talk is under way about potential joint ventures with Ciena in South America markets, a move that would benefit both cos. without all the merger hype.

Birck said that "once the dust settles," he hopes Tellabs can negotiate some kind of partnership with Ciena short of a full marriage, permitting his firm to use Ciena's advanced network-expansion technology.

"It's harder to structure a winning strategy around a joint venture that's not an acquisition," Birck said in a teleconference with analysts, "but that doesn't preclude us from doing that."

Analysts said that Ciena may now become an attractive target for another firm, and many mentioned Cisco Systems Inc., the top maker of computer networking equipment. But Patrick Nettles, Ciena's chief executive, said his firm wants to stay independent for now.
