NOW Head: Clinton Affair 'Damaging'

WASHINGTON (AP) -- President Clinton's affair with Monica
Lewinsky at the White House was ''damaging to the work place'' but
was not sexual harassment, the president of the National Organization
for Women said Tuesday.

But Clinton's behavior ''has an impact that cannot be ignored,'' Patricia
Ireland told reporters at a briefing on the status of the feminist
movement.

''I do not believe this is his private life,'' Ireland said, noting that the
Clinton's trysts took place in a work-place setting, with a significantly
younger staff member. ''What Clinton has done, while not illegal, and
not impeachable, nonetheless is very damaging to the workplace.''

Independent Counsel's Kenneth Starr's report raised questions about
whether the president's statements were designed to cover up activities
that may have constituted sexual harassment. But the report did not
include sex harassment among the 11 grounds for impeachment.

The report noted Ms. Lewinksy's transfer from the White House to the
Pentagon during her relationship as well as the extraordinary help she
got later seeking another job.

Philip Kay, a San Francisco plaintiff's lawyer who handled several
well-known sex harassment cases, said the Clinton-Lewinsky
relationship was apparently consensual, which would keep it from
being a harassment case.

''But she can say she was subject to retaliation (the transfer) and other
interns could say they were subject to unfair treatment because she was
getting special help,'' Kay said.
