Terry, won't everyone be surprised when the Fed RAISES rates before it lowers them (probably the end of this year). For weeks Wall Street has been treating a rate cut as all but assured on the flimsiest of evidence.

Did you catch a part of Soros' testimony--not reported in most summaries--wherein he suggested that Germany wasn't cooperating on a global interest rate cut? I suspect Greenspan knows more about dollar fundamentals--and its implications--than your average Wall Street or Treasury dept Joe.

A look at the coming behavior dollar/Swiss, dollar/ Mark and dollar/ECU will explain why the Fed isn't crazy about lowering interest rates.
