IMO, based on Maxam's own press releases, I'm beginning to wonder and speculate whether the game plan is this:

1) Since Maxam's own press releases suggest they're having trouble making the recovery process work (e.g. shelving the 10-ton pilot plant after one failed leach test), they have to try something else.

2) Conduct COC drilling and fire assaying to try and generate funding interest.

3) Try to get funds to conduct R & D into a workable recovery process. It may or may not involve the current process under consideration.

I'd much rather the company spend funds on developing a recovery process, but on the assumption that they haven't such funds, the only possible way to raise cash is to demonstrate that there's something in the ground worth attempting to develop a recovery process to extract, so I can understand the proposed 10-hole drilling campaign.
