Legislation and or change in the constitution in effect saying that all 19 major languages are constitutionally accepted languages will go a long way in keeping the linguistic divisions in line with the unity of India. You know Tamils don't want Hindi shoved down their throat. English as usual should be the medium of communication between the center and states, and between states themselves. Vajpayee's inclination in that direction is a good start.
