U.S. TRADING SUMMARY: U.S. stocks were flat to lower early Wednesday amid hopes Federal Reserve Chairman Alan Greenspan will signal an easing of monetary policy in a speech to Congressmen this afternoon. At 10:40 a.m. ET, the Dow industrials were off 26 points at 7999 while the Nasdaq gained about two to 1680. The S&P500 was flat at 1037. Advances led declines 14-to-11 on NYSE volume of 172 million shares. "There is a lot of pressure on Greenspan from different parts of the investment community and the political community to lower rates or to signal he is willing to lower rates," said Peter Coolidge, senior equity trader at Brean Murray & Co. Greenspan and Treasury Secretary Robert Rubin are scheduled to address the House Banking Committee at 1 p.m. ET on the international economic and financial situation. The benchmark long bond was up 4/32 to yield 5.25% ahead of Greenspan's speech.
