These startups now seem to show up in three's: one for LU to buy, one for NT, and one for CSCO.

No, but a consortium of public companies own it, along with the "technology" people employed there. 3Com and Lucent both made significant equity investments, among others. Naturally, Cisco is not involved, except for some of their former talent.
