Keith, I am by no means a professional. However I do believe that those people who shorted this stock by selling their borrowed shares are not returning them by buying them back. The brokers are demanding the certificates because their clients want them and the shorters are not coughing them up.

This whole smelly episode over the last 9 months should be investigated. It's unbelievable that some unsavory lunch buddies can pick a company they feel is overvalued, come on the WWW, plant unsubstantiated lies about the companies and their management, short their stock, and make money. There's something wrong with this picture.

HAVE FUN! Buy one share of Actrade and ask for the certificate.
Then ask your broker why he can't deliver the shares. Watch him/her turn red-Throw fit. My technique is to hurl myself on the ground in despair.

Each day, I can go in to the broker's office and get free coffee and bagels while I scream for my cetificate. I am going on 4 weeks now. I have paid for my share 10 times over.

Why didn't I think of this before?
