That statement doesn't make sense to me: if shorts had been selling naked calls while the stock was down would make some sense - then they might want ot buy the stock to cover instead of buying back the calls. But if they had bought puts hoping the stock would drop, then they would either want to buy them back, just wait out 'til the next cycle down, or sell calls or sell short on this run-up. Either way, they wouldn't be adding to the upward momentum by having taken a position in puts thinking the stock would go down.
