I don't have year over year IC growth for 1998 handy, but believe SIA has reported substantial drops. In 1998, DRAM suppliers have idled fabs rather than continue to produce at a loss, and the Asian problems have damped overall demand for many goods including chips. The effects of the downturn are therefore spreading to KLIC, et.al.

The latest predictions I'm hearing from the industry put the equipment recovery in mid-99 or later. Book to bill may level off or even turn up before then, as the backlog that's been keeping billings up works its way through the pipeline, but that's really a statistical anomaly rather than a true sign of growth.
