Ok, here's my take on AG's speech, anti-fad Krugman capital controls with emphasis on current discussion among boffins and wonks on measures to strengthen the international financial system -- phrases, that pop out

inappropriate borrowing, large unhedged exposures in foreign currencies, timely data and transparency required for sophisticated risk evaluation systems, banking supervision/regulation, of course, improved legal infrastructure...

Probably if we would cruise the imf site, we would find out a lot more about what this current discussion is about, and how folks are lining up
