Correct me if I'm wrong, but I don't think I said that it means bad news...I think I said that is what I use as one of my trading rules on the downtick side, from a daily or previous day high...

My take on the move made because of the re-commencing of drilling is that insiders sold off stock at the higher prices because they new they would have plenty of opportunity to buy it back at reduced prices now. When they are positioned once again they will probably move the price again.
