BillPayer 2000 seems to be just a fancy name for a scheduled ACH transfer originated by the receiving institution. Most every mortgage company and utility offers this payment method without a fancy name. Being originated and managed by the payee, it does not help consumers who want bill presentment or pay anyone payment.
