1.Is this web trading or do they have their own software?

2.How fast is it to get a short order in?

Good fill, thanks for the clarification. Glad to hear that the confirmation screen is optional. 3% on cash balances is low. I guess this is offset by the low margin rates.

Here's an interesting observation in regard to price improvement on NYSE at Datek. If I place a market order the fill is very fast but always at the bid or ask. Yet a marketable limit order receives price improvement as much as 1/3 (estimate) of the time. I'm guessing that the order routing is different for market orders even in the case where the limit order is marketable. Could this be the same at Brown, and the reason they only charge $5 for market orders?
