The lack of spending is also resulting from the budget surplus and government fiscal austerity programs such as in Japan in 1997. Greenspan was trying to urge the administration and Congress to use part of the surplus to fund the IMF and to spur demand. If they don't use it to avert a recession, the surplus may dissipate anyways.
