Absolutely. The name of the game is:

1) reduce the float size

2) Let the investing public know you have enough confidence in your own company that you're willing to buy some of it.

As to #1, I personally don't think an 18 mil share buy-back is going to have much impact. But it just may be a start and the BOD may approve additional purchases later provided they have the funds and continued success toward their goals.
