micny, lots of this is tongue in cheek, but Clinton does not write policy,sign it,pass it into law. He can send up a suggestion to Congress. The House of Representatives must write a bill that corresponds to the policy,which must then be passed by the Senate.
My local representative has helped to write county policy,which does directly influence me.
