You can do some basic TA scans free using AlphaScan at AlphaChart
alphachart.com
It'll do MACD crossovers, among others, but your divergence is probably too complex.

Phoenix... here's a site that allows you to search for MACD breakouts, and it's free. You access the search from the "quick search" selection box on the right side of the page... good luck!
