The following link from the Globe and Mail explains the split-run issue. Canada's attempt to block split-run magazines, i.e. U.S. magazines with Canadian ads, was at one point banned by the World Trade Organization.

It's not clear to me from reading this what law currently applies, what law Business Week would have followed, and whether it would have had the same ads across North America.

However, that's just magazines, and I do know that ad buying in TV is typically localized. The exception is when the TV viewer is close to the U.S. border, as 90% of Canadians are (but not Alomex, I think--don't you live in Edmonton or Calgary?), in which case they would get many channels directly from the U.S.

I'm not sure that this thread really wants to get into the nitty gritty of CanCon requirements and so on. I can only think of one thing less interesting to talk about, and that's the distinct society clause of the Canadian constitution. And I apologize if I've perpretrated the continuation of this debate.
