When you short, you are borrowing stock and selling it, so you need a buyer on the other end. If there is a buyer willing to pay the price, you could short it at $1 million if you want, but someone has to buy it at that price. The main limitation that they are talking about is that you cannot short on a downtick, meaning if the stock keeps dropping, you can't short until there is a buyer that causes the stock to tick up. Clear?
